Sovereign Source Super Intellectual Property License

Version 0.1 — Draft, October 10, 2026

Short name: SS-SIP-0.1. Custom identifier: LicenseRef-SS-SIP-0.1.

This is a proposed source-sharing and attribution license intended to preserve open-source freedoms. It has not been approved by the Open Source Initiative or reviewed by qualified licensing counsel. It applies to particular material only when its authorized rights holder expressly identifies that material as licensed under this version. Publishing this draft alone does not relicense a repository, third-party material or a model.

1 Purpose and scope

This License permits people to use, study, modify, share and commercialize Covered Material while preserving access to its Source Form and meaningful credit for its authors, contributors and documented influences. It supports independent, voluntary syndicate marketplaces without making participation a condition of the license grant.

The operative terms are sections 1–14. The application notice in section 15 explains how a rights holder identifies Covered Material. An attribution record, marketplace listing or later policy cannot add conditions to this License.

2 Definitions

Licensor means a person or organization that expressly offers identified material under this License and has authority to grant the applicable rights. Each Licensor grants only rights it controls.

You means a person or organization exercising rights granted by this License.

Covered Material means identified source files or other identified works offered under this License, their converted or compiled forms, and Modifications. Material supplied under a separate license remains governed by that license for the rights it covers.

Modification means a change to Covered Material, or a new file containing protected portions of Covered Material. A separately written component does not become Covered Material merely through linking, an API call, aggregation, similarity or a shared idea. File separation does not exclude copied protected portions from coverage.

Source Form means the editable form actually used to make changes. For software it includes the covered source and the scripts, configuration and interface information reasonably needed to build those covered portions, excluding generally available tools and independent dependencies. For documents and datasets it means editable originals and applicable schemas. For an expressly covered model or adapter, it means the editable parameters, architecture/configuration and the covered modification or training code; independently licensed base weights and data remain separate. Source Form does not mean secret keys, personal identity records or information You have no authority to distribute.

Distribute means provide another person or organization a copy of Covered Material, including a downloadable copy. Merely allowing remote interaction with software is not distribution of that software. Distributing protected portions through an output or export is distribution of those portions.

Attribution Record means the notices identifying the Covered Material, applicable licenses, credited authors/contributors, changes and Documented Influences. It may be a bundled text file, ordinary documentation, machine-readable metadata or an equivalent accessible record.

Documented Influence means a specific work, proposal or contribution intentionally relied on in creating Covered Material or a Modification, identified in an Attribution Record with the acknowledgment’s basis. It is an acknowledgment of a relationship, not a declaration of ownership, infringement, endorsement or causal influence on every output.

Syndicate means a voluntary group with express authority to represent specified participants for specified activities. Marketplace Agreement means a separate agreement affirmatively accepted for a listing, service, commission, collection mandate or other transaction.

3 Rights granted

Each Licensor permits You, worldwide and without license fees, to access, run, study, copy, change, translate, combine, distribute, sell copies of, publicly display and perform the Covered Material, and to permit recipients to do the same under this License. These permissions include commercial activity, evaluation, preprocessing, retrieval and machine-learning training to the extent the Licensor controls rights required for those activities.

To the extent it controls applicable database rights, each Licensor also permits extraction and reuse of the covered database contents on these terms. Each Licensor permits practice of patent claims it controls that are necessarily practiced by its covered contribution, alone or in the combination in which it supplied that contribution. This patent permission does not cover claims required only by Your later additions or a different combination.

Grants last for the duration of the applicable rights and cannot be withdrawn merely because a Licensor changes its preferences, a syndicate dissolves, a listing is removed or You decline a commercial agreement. Noncompliance is addressed only as provided in section 10. Every recipient receives the applicable grant directly from the Licensor; an account, signature, payment or additional license is not required to receive it.

No person, group, place, industry or lawful purpose is excluded by this License. You may operate or use any competing implementation, registry or marketplace. You may charge for copies, hosting, support, commissioned work or other services, while preserving recipients’ rights under this License.

4 Distribution and source sharing

When You Distribute Covered Material, You must:

  1. Supply this License, identify the covered portions, and preserve applicable copyright, patent, license and attribution notices.
  2. License the Source Form of covered Modifications under this same version, or another version expressly permitted by every relevant Licensor. Identify changes and their author or chosen alias; do not present modifications as the unchanged upstream work.
  3. Provide the corresponding Source Form with the distribution, or provide a clear, no-charge way for the recipient to obtain it without accepting further restrictions. If using a separate download, keep it available for at least three years after Your last distribution of that version. If that service becomes unavailable, fulfill requests for the same Source Form by another reasonable means without a fee.
  4. Include the applicable Attribution Record as specified in section 5. A link may supplement, but must not replace, a copy of the required record accompanying downloadable material.
  5. Preserve recipients’ ability to exercise this License. Contractual or technical terms imposed by You must not prohibit permitted copying, modification or redistribution of covered portions.

You may distribute independent material in a larger work under different terms. The source-sharing requirement reaches covered portions and their covered build materials, not every program, dataset, service or infrastructure component used alongside them. A distribution that cannot satisfy both this License and an applicable third-party license requires separate permission or removal of the incompatible material.

Private changes and remote use do not require publication. If private material is necessary to modify the covered portion but cannot lawfully be released, do not describe an incomplete substitute as Source Form; obtain permission or exclude the dependent covered portion from distribution.

5 Attribution and documented influences

When distributing Covered Material, preserve relevant supplied Attribution Records. For Your covered Modifications, add reasonable credit for the authors and contributors and identify specific material influences that You actually know You intentionally relied upon and can identify with reasonable specificity. You are not required to investigate unknown ancestry or infer undisclosed mental processes. Do not deliberately erase records to evade this obligation.

An entry must identify, to the extent known: the credited name or alias; the work or contribution and version; its role or relationship; and a source reference or an explanation of the acknowledgment’s basis. Distinguish an author’s acknowledgment, an observed reuse and an estimate. Missing fields may be marked unknown; an entry must not invent a title, identity, license, source or certainty.

An AI suggestion becomes a required influence entry only when a responsible person accepts it on a stated evidentiary basis. Preserve the basis and material uncertainty. A resemblance score, automated allegation or unsolicited claim does not establish a required credit, ownership interest or payment obligation. If You know of no qualifying additional influence, You may state that none is declared.

Credits must be reasonably discoverable in distributed documentation, an attribution file or a normal credits view. Equivalent formats are allowed. No splash screen, advertisement, permanent logo, user tracking, network connection or placement in every response is required. You may consolidate duplicate notices and remove notices unrelated to retained covered portions; do not imply that credited contributors endorse You.

Correct demonstrably inaccurate entries with a reason and retain a privacy-safe correction history for material changes. A disputed entry may be identified as disputed while reviewed; an unsupported claim need not be accepted. On an attributable person’s reasonable privacy request, use an agreed alias or remove identifying details while retaining a nonidentifying description where feasible. Attribution does not require revealing confidential communications or sensitive personal information.

An Attribution Record carries information only. It cannot impose fees, restricted uses, additional source obligations, exclusivity, endorsement or an obligation to join a syndicate. An economic arrangement belongs in a separately accepted Marketplace Agreement.

6 Models training and outputs

Using Covered Material to train a model does not, by itself under this License, place the entire model, every training input or every generated output under this License. Coverage of a resulting artifact depends on whether it contains covered protected material or is itself expressly offered under this License by an authorized rights holder. A license label cannot resolve a contested legal question about derivation.

When distributing an expressly covered model, adapter or Modification, apply sections 4–5 to its covered portions. Identify relevant base models, covered datasets and documented training contributions in its accompanying record to the extent known and lawfully disclosable. Preserve applicable upstream terms. Do not substitute this License for the license of a Nemotron checkpoint or for permissions that an independent dataset requires.

Generated outputs are not automatically subject to a royalty or a universal citation requirement. If an output distributes protected Covered Material for which these permissions are needed, retain the applicable license and attribution information in an accompanying receipt, export or equivalent record. Other outputs remain outside this License’s distribution conditions. Nothing here assigns authorship to a tool or guarantees that model weights reveal the origin of a generated statement.

7 Syndicates and marketplaces

You may establish, operate, join, leave or compete with a syndicate marketplace. Subject to actual rights-holder authority and separately accepted terms, a syndicate may administer portfolio listings, attribution assistance, licensing services, commissions, hosting, support and creator rewards, including agreed revenue distributions. Such rewards are compensation under the separate agreement; this License does not determine eligibility, calculate earnings or promise payouts.

This License does not form a legal entity, appoint a representative, convey ownership, enroll anyone, set a price, create an exclusive marketplace or bind a nonparticipant. Those activities require the parties’ own authority and agreements. The companion Sovereign Source Syndicate Marketplace Terms may be used for that purpose, but are not incorporated into this License.

No royalty, platform fee, member registration, payment address or usage report is required to exercise the rights in section 3. A voluntary transaction must not imply that a buyer needs to purchase rights already granted by this License. Membership changes and commercial disputes do not revoke a compliant recipient’s open license.

8 Contributions and ownership

Submitting a chat message, idea, pull request or file does not by itself transfer ownership or create a payment entitlement. An authorized contributor may expressly license identified material under this License and separately agree to credit, adoption, compensation or syndicate representation. Preserve evidence of the particular grant or acceptance.

This License does not create ownership over an abstract idea, method, style, public fact, independent discovery or influence. It does not restrict activities that do not require permission under the rights controlled by a Licensor. Rights supplied by law independently of this License remain available.

9 Other rights and compatibility

No trademark, endorsement, personal likeness, privacy or confidentiality permission is supplied except for reasonable identification of the material’s origin. Public attribution does not establish consent to promote a person or brand.

Mark separately licensed components and preserve their licenses and notices. This License grants no rights over them that the Licensor does not control. A combined distribution must comply with all applicable terms; the custom identifier is not a declaration of compatibility with another license. A Licensor may offer its own material under additional licenses without withdrawing rights already granted here.

10 Notice correction and termination

Sections 4–6 are conditions of the applicable distribution permissions. A Licensor alleging material noncompliance must identify the affected covered contribution, the breached term and supporting facts in a notice reasonably directed to You. You have 30 calendar days after receipt to cure the identified breach. During that period, You must take reasonable steps to stop continuing noncompliant distribution and supply corrected source or notices where required.

If the breach is not cured within that period, permissions granted by that notifying Licensor for the affected Covered Material terminate. They automatically resume when the breach is fully cured, unless a competent court has ordered otherwise. A correction must repair continuing distributions and reasonably reachable recipients; it need not recall every prior copy. Reinstatement does not erase liabilities for an earlier breach or guarantee a particular legal remedy.

Compliant recipients retain their direct grants despite another distributor’s breach. An unproven influence allegation, an AI estimate, unpaid optional marketplace charges or a syndicate vote cannot itself terminate this License. Only a person with the relevant rights or actual enforcement authority may enforce those rights. This License does not create standing or automatic statutory damages for everyone named in a credit record.

11 Warranties and liability

To the extent the applicable law permits, Covered Material is supplied without promises about fitness, accuracy, title, security, noninfringement or uninterrupted operation. No Licensor or contributor promises that an Attribution Record is exhaustive or that an AI estimate is correct.

To that same extent, a Licensor or contributor is not liable merely by supplying Covered Material under this License for losses arising from its use or inability to use it, including lost data, revenue or consequential loss. This does not exclude liability that cannot lawfully be excluded or liability expressly assumed in a separate agreement. You may sell warranties or support on Your own behalf; doing so does not bind another contributor.

12 Interpretation

If a provision cannot be enforced, preserve the remaining terms to the extent legally possible without removing the essential permission to use, modify and redistribute. Mandatory law controls where it cannot be varied by agreement. This License does not select a court, arbitration process or governing jurisdiction; a separate transaction may do so for that transaction without restricting the public license grant.

13 Versions and license text

This version is fixed. No maintainer, marketplace operator or future document can change an existing grant by updating a website. A recipient may use a later version only where the relevant Licensor’s application notice expressly allows that choice.

Everyone may reproduce this license text unchanged to identify applicable terms. A person may also adapt the text to create a differently named license, provided they identify their changes and do not represent it as this version. Reusing the text does not establish ownership of, or authority to license, anyone else’s material.

14 Relationship to the project

The name identifies a reusable license. Rights do not depend on using Super Sovereign Source LLM IP, a particular registry, a particular AI model, a designated syndicate or a hosted service. Any implementation may preserve the required information using ordinary interoperable records.

15 Application notice

An authorized rights holder can apply this version using a notice containing:

  • The holder’s name or lawful alias and the basis of any representative’s authority.
  • The covered files, works or artifact versions and explicit third-party exclusions.
  • The statement: “The identified material is offered under the Sovereign Source Super Intellectual Property License, version 0.1.”
  • The custom identifier LicenseRef-SS-SIP-0.1, a copy of this text and the applicable Attribution Record.
  • The corresponding Source Form location where distributing a converted or compiled version.

The holder must make an intentional grant. A template with missing fields, a draft proposal, a citation or the presence of this file elsewhere in a repository is not an application notice.
